DSE Assessments: What the HSE Guidelines Really Say (And What That Means for You)

A back-to-basics guide for employers navigating hybrid working, hot-desking, and home office setups.

Over the last few years, the workplace has changed beyond recognition. We’ve swapped offices for home offices, fixed desks for kitchen tables, full-time presence for flexible hybrid routines, and now there seems to be an increasing trend for returning to the office. But whilst work patterns and locations have evolved, the legal responsibilities around Display Screen Equipment (DSE) assessments remain firmly in place.

Many employers may be sure exactly who still needs a DSE assessment, when, or why - especially as new ways of working continue to emerge. So, let’s cut through the confusion.

Here’s what the Health and Safety Executive (HSE) actually says, how to stay compliant, and what to do next.

First, What Are the HSE DSE Regulations?

The Health and Safety (Display Screen Equipment) Regulations 1992 require employers to protect workers from health risks associated with prolonged use of screens, including computers, laptops, tablets and smartphones.

This includes risks like:

  • Musculoskeletal disorders (MSDs)
  • Eye strain and headaches
  • Fatigue and stress
  • Poor posture-related discomfort

According to the HSE, employers must assess workstations and take steps to reduce any risks found.

Who Does This Apply To?

The regulations apply to anyone who uses display screen equipment for continuous or near-continuous spells of an hour or more and does so daily.

This includes:

  • Office-based staff
  • Home-based workers
  • Hybrid teams
  • Hot-deskers
  • Field staff who complete admin via laptops or tablets

So yes, that covers the vast majority of modern roles!

When Should You Carry Out a DSE Assessment?

Many employers tick the box once when someone joins their company, but the HSE recommends assessments should be revisited when things change. Here’s a quick guide to help you know when to complete a DSE Assessment:

  • When a new employee starts
  • When someone changes role or desk location
  • When introducing or changing homeworking or hybrid policies
  • When switching to a hot-desking work environment
  • When there’s a change in equipment
  • When the company moves premises
  • When an employee reports discomfort or pain
  • As part of regular best practice reviews (ideally every 12 months)

What Does a DSE Assessment Include?

A proper assessment looks at the full workstation setup and the individuals working habits - whether at home or in the office (or both!).

At DSE Assessments Ltd, our virtual, online and in-person assessments include:

  • Posture guidance – Knowledge of good practise is key
  • Musculoskeletal and visual comfort
  • Review of equipment and posture
  • Environmental considerations
  • Movement and break habits

Common Misconceptions (and Clarifications)

  1. “We don’t need to worry about homeworkers.” False – The HSE is clear that the regulations apply to home and hybrid setups.

  2. “We’re not office-based, so this doesn’t apply.” False – DSE regs apply to any employee who uses a screen regularly, regardless of setting.

  3. “We’ve done one before, we’re covered.” Not quite – An assessment is needed whenever something changes. Good practise is every 1-2 years.

Why Should You Carry Out a DSE Assessment?

Failing to carry out regular assessments can lead to:

  • Increased risk of MSDs and long-term health issues
  • Lower productivity and increased absenteeism
  • Risk of non-compliance with HSE regulations

But most importantly, investing in ergonomic support shows your team that their health, comfort and wellbeing really matter.
